The Role of the Sidoarjo Regency Government in Supporting SDGs 4 Through the 2025 Educational Scholarship Program

This study examines the role of the Sidoarjo Regency Government in supporting Sustainable Development Goals (SDGs), particulary Goal 4 on quality education, through the 2025 education sholarship program. The study aims to analyze the government’s role in expanding educational access and supporting inclusive education through scholarship policies. This research used a descriptive qualitative approach through document analysis. Secondary data were obtained from official government documents, scholarship program information, and relevant scientific journals. The findings show that the 2025 scholarship program contributed to improving educational access, with 2,007 beneficiaries receiving various amounts of financial assistance. The program reflects the active role of the local government in supporting human resource development and achieving SDGs 4. However, several challenges remain, including targeting accuracy, unequal distribution, and limited monitoring and evaluation systems. The study concludes that the scholarship program is a strategic policy for supporting quality education, but improvements in implementation, evaluation, and governance are still needed to maximize its impact on sustainable educational development.
